Chaplain Bio Information


Chaplain William “Bill” Rigsby

Chaplain Rigsby currently is the Senior Pastor of North Anderson Baptist Church. He is a graduate of New Mexico State University (Bachelor of Science in Secondary Education), University of South Carolina (Masters of Education), and Southwestern Baptist Theological Seminary (Masters of Religious Education). Chaplain Rigsby has served in Law Enforcement Chaplaincy for 19 years with Anderson County in addition to serving as a Chaplain with Anderson City Police Department and Anderson Area Medical Center. He is a member of the Upstate Chaplains Association.

Bill and his wife Lynda have two children and four grandchildren. 



Chaplain Dr. David Blizzard

David_Blizzard.JPGChaplain Blizzard is currently the Senior Pastor of Oakdale Baptist Church. He is a graduate of North Greenville University (Associate of Arts), Garner-Webb College (Bachelor of Arts), Southern Baptist of Biblical Studies (Masters of Ministry), and Covington Theological Seminary (Doctorate of Ministry). Chaplain Blizzard has served in Law Enforcement Chaplaincy for 19 years with Anderson County; he is endorsed by North American Missions Board (NAMB) for Law Enforcement Chaplaincy. He is a member of the Upstate Chaplains Association.

David and his wife Carolyn have four children and four grandchildren.



 Chaplain Robert “Bob” Philyaw

Chaplain Philyaw currently is the Senior Pastor of Due West Baptist Church. He is a graduate of Southeastern Baptist Theological Seminary (Associate of Ministry), Trinity Bible College (Bachelor of Religious Education and Masters of Ministry). Chaplain Philyaw has served in Law Enforcement Chaplaincy for 15 years with Anderson County and Chaplaincy for Anderson Area Medical Center. He is a member of the Upstate Chaplains Association.

Bob and his wife Gail have three daughters and eight grandchildren.




Chaplain William Rigg

William_Rigg.jpgChaplain Rigg is currently in Counseling ministry at North Hills Community Church in Taylors SC. He is a retired Deputy from Anderson County and has been serving as a Chaplain since 2010. He is a Certified Biblical Counselor through the International Association of Biblical Counselors.  He is Ordained as a National Disaster Chaplain with the Chaplains Fellowship Ministry International and has earned three specialty certifications with International Critical Incident Stress Foundation. He is a member of the Upstate Chaplains Association. 

He and his wife have four children and three grandchildren.  


Chaplain Brad Adams

Chaplain Adams has served several area churches as Minister of Music. Chaplain Adams has served in Law Enforcement Chaplaincy since January of 1999 with Anderson County; he is a member of the Upstate Chaplains Association.

 

Chaplain Harmon Adkins

Chaplain Adkins is a retired Assembly of God Pastor and currently serves as a supply Pastor for other Churches. He is a graduate of South Eastern Bible College with a degree in Biblical Ministry. Chaplain Adkins has served in Law Enforcement Chaplaincy for 6 years with Anderson County; he is a member of the Upstate Chaplains Association.

Harmon and his wife Joyce have two children and five grandchildren.
